If you have MobileMe, you have access to a virtual hard drive stored on Apple's servers. The iDisk shows up on all your Macs, you can access the iDisk files via me.com, and there is an iDisk app for the iPhone and iPod touch.
All of these methods give you full access to your iDisk and are password protected.
If you want to share files with others, however, putting them in the Public folder will make them available to anyone via a web browser. The web address of your Public folder is http:// public.me.com/{your MobileMe name}.
There are two options you can set for the Public Folder. Settings for these are on the iDisk tab of the MobileMe System Preference. (Get to System Preference via the Dock or Apple Menu.):
Allow others to write files in your Public Folder
Password-protect your Public Folder
Sharing documents with the Public folder is a good way to distribute documents that may be too large to send via email. (most email systems limit attachments to 2meg or less). If you are sharing documents, you might want to save the documents as PDF files.
If you don't have MobileMe, Dropbox has similar file sharing capabilities.
